I think that I recall Roger McGuinn likening Byrds albums to audio magazines. Put this one in the "magazine" category (Living with War goes there too). A collection of very "current" kind of tossed-off songs -- mostly (not all) short on melody, long on awkward lyrics...and a boatload of classic Neil riffing. Guitar saves the day, again.
Neil's LincVolt supercar is all over the album, I think (along with a very forced rhyming of "electricity" with "battery")...let's see, rock songs about a car. Where have I heard that before? The more things change, the more they....
